St. Joseph Barndominium Permits & Rural Land Rules

Find the parcel’s actual jurisdiction before applying a permit rule. City of St. Joseph requirements, Buchanan County zoning, and rural Andrew County guidance are separate starting points.

Inside St. Joseph: start with Building Development

The city lists the 2024 International Residential Code among its adopted codes and says plans submitted from March 2025 must follow the listed editions. Its published residential review process routes applicable projects through planning and zoning, and through Public Works when floodplain review is involved, before building review.

Contact the city with the parcel, intended residential use, shop use, and preliminary site layout. Ask which drawings, trade permits, and inspections your project requires. Unincorporated Buchanan County: read the current zoning materials

Buchanan County publishes a zoning manual, district classifications, a table of uses, subdivision materials, right-of-way information, and 2026 amendments. Begin with the current collection, rather than assuming an older downloaded PDF is the complete rule set.

Ask the county to identify the parcel’s district and explain how the proposed residence and shop will be classified. Bring the intended shop activity into that conversation. Personal storage, hobby work, customer visits, and a home business are different facts to disclose. Request the current requirements for your exact use and location in writing.

Andrew County: no county building permit does not settle every question

The Andrew County Commission’s published guidance says the county has no zoning and does not issue building or occupancy permits. This is county guidance; it should not be extended to an incorporated city or treated as an exemption from every other requirement.

For a property near Savannah or elsewhere north of St. Joseph, confirm whether the parcel lies inside a municipality. Separately check wastewater, road access, floodplain, utilities, recorded restrictions, and the requirements of the professionals involved in the project. Keep their answers with the property records.

The questions to ask before ordering a kit

  1. Is this parcel in your jurisdiction, and is the proposed residential and shop use allowed?
  2. What property lines, easements, setbacks, or site constraints control the building location?
  3. Which current code editions and local amendments apply?
  4. What structural documents, site plans, and wastewater information must be submitted?
  5. Which inspections occur before work is covered, and who schedules them?
  6. What is required before occupying the home?

Do not infer a house exemption from guidance about an agricultural building. Describe the actual intended use from the beginning. The home and any working shop should be represented accurately in every application.

Keep a decision record

Create one folder with the parcel ID, a dated site sketch, the offices you contacted, their written responses, submitted drawings, revision notes, and inspection records. When a floor plan changes, check whether the site or approval assumptions change with it.
