What does the County Commission actually say?
The Andrew County Commission states that the county has no zoning ordinances and no authority to issue building or occupancy permits. That statement is about county authority. It does not establish that a property inside an incorporated city is exempt from municipal review, or that every use of rural land is free of other requirements.
Before relying on the county guidance, establish the parcel’s location relative to city limits. For property in Savannah, use the Savannah planning page and the city’s own building department. A Savannah postal address by itself does not settle that boundary question.
What still needs investigation on rural acreage?
Wastewater, road access, utilities, floodplain questions and recorded restrictions remain separate investigations. The Andrew County Health Department lists onsite sewage among its services. Ask about the parcel and intended occupancy before finalizing the building and driveway locations.
Missouri’s onsite wastewater guidance explains that local administration and requirements can differ. Do not assume the county’s building-permit position resolves sewage approval. Describe proposed bedrooms, fixtures, future expansion and any shop plumbing to the responsible reviewer so the design is based on the actual use.
How do you document a project without a county occupancy permit?
Ask the lender, insurer, designer and builder what evidence each needs and who produces it. Their requirements are distinct from the county’s authority. They may need plans, engineering documents, inspection records or completion evidence appropriate to their role; obtain the actual list instead of assuming a standard packet.
Create an owner-side record with dated drawings, the agreed scope, professional responsibilities, photographs of concealed work where appropriate, equipment records and final handover documents. Decide who checks work before it is covered. The absence of a county-issued document is not a substitute for a quality-control process.
How should the shop be described?
Explain whether it is personal storage, hobby space or an intended business. Describe customer visits, equipment, plumbing, vehicle storage and any future living space. Give the same description to every professional involved. A lender’s understanding of a dwelling should not conflict with a builder’s assumption that the project is an unfinished workshop.
Use the shouse planning page to separate house and shop decisions. For a phased project, identify what will be finished initially and what remains future work. Ask how unfinished space affects the intended occupancy, insurance and financing rather than treating those answers as automatic.
What makes bids comparable here?
Give each bidder the same site information and requested documentation. List who provides the survey, structural design, wastewater work, driveway, utility connections and independent checks. An inexpensive shell price can leave substantial responsibilities with the owner even when the structure itself is fully specified.
The complete budget guide helps separate accepted prices, allowances and unknown work. Request written utility and site proposals where needed; this page does not supply an Andrew County average price or a recommended contingency percentage.
Frequently asked questions
Does no county zoning mean no private restrictions? No. Review the title and recorded documents with the appropriate professional. A county statement does not interpret private covenants or easements.
Can Savannah city rules be ignored on land in Andrew County? No. Identify municipal jurisdiction first and obtain the city’s response if the parcel is inside its limits.
